In addition to preparing the Local Plan and the replacement Local Development Framework, the Development Plans service also is responsible for carrying out monitoring work collecting data on new developments in the district and the implementation of the City of Durham Local Plan. This also provides background information that will feed into the preparation of the new City of Durham Local Development Framework. Planning statistics (Annual Monitoring Report)
The Annual Monitoring Report contains statistics and information on developments in the district and also looks at the effectiveness of planning policies. It includes information on completed residential developments, the number of new houses built, the take-up of employment land in the district and the retail vitality of the City Centre and District and Local Centres in the district. (The Annual Monitoring Report also looks at the effectiveness of existing Local Plan policies and how work is progressing on developing the district's Local Development Framework). Sites with planning permission for housing
Each quarter the Development Plans service surveys all the sites with planning permission for housing to monitor residential development in the district. Urban Capacity Study
The Development Plans service has prepared an Urban Capacity Study for the district. This is intended to show how much residential development can be concentrated within boundaries of existing settlements, and how much of this can be built on previously developed sites. The Urban Capacity Study results will be used to formulate housing policies in the new Local Development Framework. The draft Urban Capacity Study can be downloaded below.

Playing Pitch Strategy
The Playing Pitch Strategy, prepared for the Development Plans service in conjunction with Sport England and Durham County Council, aims to develop locally derived standards for the provision of leisure and recreation facilities within the district looking at the adequacy of existing facilities and future needs. It will establish where there is a shortfall and where developer contributions may be required to upgrade or provide new recreation and leisure facilities.
