Duty of Care for Householders

Residents should be aware that under new legislation, they have a Duty of Care to ensure they any rubbish not collected from them as part of a Council service, must be collected by a business licensed to carry waste.

Householders not using a properly licensed waste carrier risk a fine of up to £50,000, should their waste end up as fly tipping.

To assist householders, the Environment Agency has created an online register of waste carriers.

Concerned householders can also contact the Environment Agency for an 'instant waste carrier validation check' on 08708 506506.

At present 38,800 properties in Durham receive a weekly refuse collection. Wheeled Bins which were introduced into Durham in 1995 are used for 99% of domestic refuse collections, with bags or communal bins being used for the most difficult to access properties. The cost of refuse collection is approximately 50p per household per week, and this is collected via Council Tax.

There is a (mostly free) 'bulky furniture' collection service available to all residents, with a chargeable refuse collection service available for larger quantities of waste

Useful Service Information:

  • If you have any household items that won't fit into your wheeled bin please ring (0191) 301 8669 and our staff will gladly book your items for removal by the refuse collectors on your normal bin day. This is usually a free service, however, for larger quantities of waste, or removal of any garden or construction waste there will be a charge.
  • If you would prefer for your furniture to be re-used, and it is flame resistant and in good condition, you can ring Community Furniture Services on (0191) 224 0555 and they will collect it and it will subsequently be re-used by the needy.
  • If you are throwing away any 'white goods' (washing machines, fridge freezers, cookers,tvs and pc monitors etc) please ring (0191) 301 8669, and our staff will book these items for the recycling collection service, whereby they will be recycled rather than dumped onto the landfill site
  • If you are over 65 years old or registered disabled, you can apply for assistance with your wheeled bin, so that the refuse collectors collect it from and return it to your back door each week. Please ring (0191) 301 8669 for an application form.
  • Bank Holiday Refuse Collection Arrangements are printed on a sticker that is put on your wheeled bin each year by the refuse crews. Please refer to these for detailed advice concerning your revised refuse collection days during Bank Holidays, Christmas and Easter. If you do not have one of these stickers, please ring (0191) 301 8669 for a replacement.
